Before you can legally transmit on the airwaves as a licensed amateur radio operator, you must pass a written exam administered by Volunteer Examiners (VEs) authorized by the FCC (Federal Communications Commission). This guide walks you through how to find a test, register, and prepare for test day—whether in person or online.

Step 1: Choose Your Testing Method

In-Person Testing

  • Held at local ham radio clubs, community centers, or libraries

  • Proctored by at least three certified Volunteer Examiners (VEs)

  • Typically offered on weekends or evenings

Online Testing (Remote VE Testing)

  • Taken from home via Zoom or another video platform

  • Requires a webcam, microphone, and reliable internet

  • Proctors observe you in real-time to maintain exam integrity

Step 3: Register for the Exam

Each VE group has slightly different procedures, but most require:

  • Online registration form (through ARRL, W5YI, or ExamTools)

  • Payment of exam fee (typically $15, sometimes less)

    • Paid via PayPal or card online, or in cash at in-person sessions

You’ll usually receive:

  • A confirmation email

  • Instructions for what to bring or prepare

Step 4: What to Bring to the Test

Whether in person or remote, be prepared with:

For All Tests:

  • FRN Number (FCC Registration Number)

    • Required instead of your SSN

  • Valid photo ID (e.g., driver’s license, passport, school ID)

  • Payment (if not prepaid online)

For In-Person Exams:

  • Pens, pencils, calculator (non-programmable only)

  • Clean workspace and working webcam/mic
